HISTORICAL PERSPECTIVE OF RECORD OF RIGHTS
Green Carpet of flowery crops, two beautifully running water canals, soldier like passing lines of various kinds of animals and time to time passing railway trains creating melodious impact and sensational atmosphere of my village Sachoo Abra. Entirely agriculturalist and rural in nature my maternal and paternal family has always remained under the influence of Agro-Revenue department. This naturally led me to take to Revenue Department. My grandfather and step maternal grandfather used to discuss the events of 1900 to 1920 especially construction of two channels, British officials, their administration and railway, the life line of Sindh and Punjab, passing through Odero Lal Station. Odero Lal Station is about 50km on the Northern-East of Hyderabad and about 20km from Super Highway. It is 15km on the North of historical city of Nasarpur, the relic of ‘Nasar’ one of the Commanders of Alexander the great. Odero Lal or Amar Dino or Shaikh Tahir, a mutual saint of all religions, is the symbol of peace and fraternity. The mausoleum exhibits unique representation of Mosque and Mandir (temple) under one and the same roof. All worship at the same time.
When I entered in service, I felt that most of the government servants are either literary in-active or they do not take any interest in reading and writing. World renowned Agriculturalist Scientist Mr: M. H. Panhwar, in his autobiography has lamented that I.C.S. officers were thorough writers where as current C.S.P. officers are mere government servants. I fully agree. Our fresh blood has lost literary vision. They pass the country’s one of the superior exams and become dormant. They study and read at length variety of books, literature and other areas of interest. They also come in contact with common public, historical monuments, barren tracts, informed persons and many interesting things. They are only required to write them in their note books at the end of the every day. They can compile them at a proper time and reproduce an addition to literature. This habit has faded away. Mirza Qalech Beg, Hudson, Sir James Monteath, H. Lawrence, Sir Napier etc acted on these lines. They collected the pieces of events and compiled them and reproduced historical documented books. I always advise new entrants on these lines, in order to make them useful pro literary officers of the future.
From a point of view of a student of history, I feel our authors and writers have never done justice with the periods of two rulers, Talpurs and British. Every one blamed Talpur rulers for their failure to defend the borders in 1843 without acquiring the true picture of great game of that period. France, German, Persia, British, U.S, Russia, China, with many others were playing actively. Bordering areas of India were under the subjugation of British. Princes of Punjab and Kabul were setting occupational eyes on Sindh. It was most difficult for a tiny state to confront with super powers in these circumstances. What so ever happened in 1843 is history. British rulers introduced new reforms, culture of administration, boosting economy, laying railway lines, digging irrigation system, constructing roads, preserving history and documentation of laws etc. Our historians, altogether, forgot these acclaimed policies and pressed on one point agenda “anti-British mind”. I believe it is the short sightedness of any good character historian. Treatment of Amirs, interests of Sindh and Brutalities of British, is another topic. This piece of work is not supported with large quantity of the reference books and authors etc. This is mainly based on the available documents of the British period preserved with the office of the Deputy Commissioner Mirpurkhas and Assistant Commissioner Sehwan. I have gone through more than 5000 documents with variety of subjects, but selected the most important topic hitherto never explored in true sense. Our most of the officers are unable to trace the origin of the existing Land Revenue Laws of the state. Hence, this piece of work will provide a simple insight into the origin of Revenue Laws, Record of rights and British administration.
All positive and constructive criticism is, always, welcome. If the readers will send me the copy of the criticism, improvement, suggestions or historical facts, those will be published as it in next addition along with the name of the person.
